Oklahoma Human Services/Oklahoma State Employee Fired for Exposing Public Safety Issues and Advocating for Disabled and Children’s Rights

Oklahoma City, OK — A state employee and longtime advocate for the disabled and children’s rights claims she was fired in retaliation for exposing corruption and systemic neglect within Oklahoma’s state agencies. The woman, who worked as a Developmental Disabilities Services (DDS) case manager, alleges she was terminated after raising concerns about abuse and neglect at facilities contracted by the state, including those managed by Liberty of Oklahoma Corporation.

Despite mounting evidence of misconduct, state officials continue to contract with Liberty for essential services, including DDS intakes. Advocates have likened the situation to “having a pe*****le run a daycare,” underscoring the gravity of the claims.

The employee, who has recordings of state officials warning her that her advocacy could cost her job, alleges that her termination is a clear violation of her rights under whistleblower protection laws. “State employees have a right to speak out when public safety is at risk,” she said. “Instead of addressing the systemic failures I exposed, they chose to retaliate against me for telling the truth.”

Her concerns stemmed not only from conditions at contracted facilities but also from the state’s alleged failure to ensure accountability and oversight. Advocacy groups say the situation raises questions about violations of federal and state laws, including but not limited to:
• Oklahoma Whistleblower Act (74 O.S. § 840-2.5): Protects state employees who report violations of the law, abuse of authority, or waste of public resources from retaliation, including termination.
• Federal Whistleblower Protection Act (5 U.S.C. § 2302(b)(8)): Safeguards employees who disclose evidence of illegality or threats to public health and safety.
• Americans with Disabilities Act (42 U.S.C. § 12101): Prohibits discrimination or retaliation against those advocating for individuals with disabilities.
• First Amendment to the U.S. Constitution: Protects state workers’ rights to speak publicly about matters of public concern, including corruption and public safety.
• Oklahoma Children’s Code (10A O.S. § 1-2-101 et seq.): Mandates the reporting and addressing of abuse or neglect, potentially implicating agencies that fail to act on such allegations.

In addition to the alleged retaliation, the employee claims state officials attempted to deny her paid time off, effectively blocking her from speaking at the Oklahoma Capitol to raise awareness about these issues.

“This is a systemic problem,” the woman said. “It’s not just about me—it’s about every state worker who is afraid to speak up because they know they’ll be silenced. Public safety and the well-being of vulnerable Oklahomans are at stake, and the state’s response has been to punish those who are brave enough to tell the truth.”

Advocacy groups are calling for an independent investigation into her termination and the broader issues she exposed. They argue her case represents a troubling pattern of punishing whistleblowers in Oklahoma, particularly those who speak out about failures affecting children and individuals with disabilities.

Despite losing her job, the former case manager is determined to keep fighting for accountability and justice. “The truth will come out,” she said. “State workers have a right—and a duty—to speak out when lives are at risk. I may have been fired, but I’m not backing down. This fight isn’t just about me—it’s about protecting the most vulnerable members of our community.”
