The University Freshie Council is made up of the FST College Representatives who are elected or appointed by their constituent freshies depending on their respective local college councils in UP Diliman. The council is led by the Executive Committee which consists of the Chairperson, Vice Chairperson, Secretary-General, Treasurer, Business Manager, and Public Information Officer. The members of th

e ExeComm may come from any college as long as they are freshies and are elected by the FST College Representatives. The UFC works through the Students' Rights and Welfare (STRAW), Secretariat, Finance, Ways and Means (WAM), Mass Media (MMC), and other various Special Standing and Ad Hoc Committees to execute projects that would aid the FST body as stated by our Mission and Vision. WHY is there a special council just for freshies? The council was started in 2014 by members of the University Student Council (USC) to help deal with certain problems that are unique to FSTs in UPD. This includes having to adjust to the UP environment, to the academic workload, and to the idea of being an Iskolar ng Bayan. The UFC is also a way to encourage and give opportunities for service and leadership to freshies who don't normally have these. All of this combats the wrong idea of "Freshie LANG" in terms of being capable of making a difference in their community. The current members of the UPD UFC 2022-2023 are as follows:

[OFFICIAL STATEMENT OF THE UPD UFC ON THE FIRST QUARTER STORM COMMEMORATION]

A turning point in Philippine history, the First Quarter Storm brought together workers, students, and other marginalized groups to rally against the Marcos regime. This series of political unrest was pivotal in the growing resistance that eventually led to the People Power Revolution.

In 1970, the Philippines was in the midst of a severe economic crisis under Ferdinand Marcos Sr.'s rule. The Filipino people were suffering from poverty as the country sank deeper in debt. Marcos prioritized welcoming foreign powers, which strengthened imperialism as the United States had more control over the country’s economy, military, and education. [1][2]

The University of the Philippines was at the frontline of this revolutionary movement and developed into a center for intellectual resistance and action. In UP, student organizations such as the Movement for a Democratic Philippines (MDP) and the Kabataang Makabayan (KM) were founded to oppose the Marcos regime and U.S imperialist control over the Philippines. These included demands for comprehensive land reform, an end to imperialism, and an end to inequality in society. These campaigns raised awareness and prompted action, emphasizing the need for activism in addressing systemic injustice. [1][2]

As the focal point of these activities, UP campuses held events and discourses that made the Filipino youth aware of the urgent problems the country was and is currently facing. Tens of thousands of people turned out for the large march in Plaza Miranda on February 12, 1970, which highlighted demands for necessary political and economic change, including free education, higher wages, and the end of oppressive systems like feudal land ownership. [1][3]

Even though these causes have their roots in the 1970s, the issues of poverty and inequality today, and calls for fair land distribution and worker rights protection are more pressing than ever. As we commemorate the First Quarter Storm, we are reminded that these battles are far from over. [1][3]

Today, the country faces an even more severe economic crisis than in the past, marked by increasing poverty, corruption, and exploitation under another Marcos. The country is witnessing a resurgence of land-grabbing, the displacement of rural communities, and the further entrenchment of U.S. imperialism—mirroring the conditions that sparked the resistance movements of the past.

The University Freshie Council calls on every Iskolar ng Bayan to carry forward the lessons of the First Quarter Storm and continue the fight for national sovereignty, social justice, and genuine democracy. Now more than ever, we must rise against the Marcos dictatorship and its attempts to rewrite history and suppress dissent. The struggles of the past serve as a powerful reminder that the fight against tyranny and oppression continues and that it is only through our collective struggle that we can achieve the freedom and justice that have eluded us for decades.

[OFFICIAL STATEMENT OF THE UPD UFC ON THE 38TH ANNIVERSARY OF THE MENDIOLA MASSACRE]

Thirty-eight years after the Mendiola Massacre, the cries of the Filipino farmers for genuine land reform and social justice still persist.

Now known as the Mendiola Massacre, a peaceful protest for genuine land reform on January 22, 1987, turned into a brutal dispersal. While marching to Mendiola, the gateway to Malacanang, thousands of peasants from the Kilusang Magbubukid ng Pilipinas (KMP) seeking dialogue with President Corazon Aquino were ambushed by alleged anti-riot state forces who opened fire on the said protest rally that led to the deaths of 13 farmers and left over 50 others injured [1].

Until this day, justice for the massacre victims remains elusive, and the conditions of Filipino farmers have only worsened as they continue to be victims of landlessness, exploitation, and violent militarization. The food bearers of this nation continue to suffer from low wages, poverty, hunger, and poor working conditions while no land has been redistributed to the peasants [2].

Farmers have been mercilessly killed, their deaths often justified by the government’s baseless labels of “communist rebels,” demonstrating the state's continued fascist determination to eliminate resistance to maintain the feudal system and the monopoly of large landlords over our agricultural lands. Moreover, the government’s neoliberal policies, such as the Rice Liberalization Law and the Regional Comprehensive Economic Partnership (RCEP), have flooded the market with cheap imported goods, forcing farmers to sell their produce at rock-bottom prices, driving them further into poverty [3].

As we remember the victims of the Mendiola Massacre, the University Freshie Council echoes their call for genuine land reform and the protection of the people’s right to mobilize. We call on every Iskolar ng Bayan to stand in solidarity with our farmers in advancing their demands–because only through collective action can we achieve systemic change. We demand justice not only for the victims of the Mendiola Massacre but for every peasant slain since. And we call for an end to the killings and impunity that plague the agricultural sector.

The UP Diliman University Freshie Council 2024-2025 conducted their oath-taking ceremony last January 20, 5:00 PM, at the Student Union Building.

The event was opened by the UPD Vice Chancellor for Student Affairs Jose Carlo De Pano. After which, USC Vice Chairperson and UFC Adviser Franz Beltran guided the council members during the oath-taking proper.

Led by the newly inducted UFC Chairperson Christine Faith Cambalon, the council is ready to continue their service as they stand for the new generation of scholars, all with burning dedication.

[OFFICIAL STATEMENT OF THE UPD UFC ON THE FOURTH ANNIVERSARY OF THE ABROGATION OF THE UP-DND ACCORD]

The University Freshie Council strongly condemns the unilateral abrogation of the UP-DND Accord by the Department of National Defense. For over three decades, this agreement has been crucial in preserving academic freedom. Its abrogation has further enabled campus militarization, suppressing academic freedom and infringing the rights of the community, reflecting the state’s intent to silence voices that challenge its oppressive system.

Since its inception, the UP-DND Accord has safeguarded the university from unwarranted military and police presence. This agreement also symbolizes the recognition of the need to protect spaces dedicated to education and critical thought.

The abrogation of the UP-DND Accord disregards the historical context under which it was established—a response to the abuses and repression experienced during the Martial Law. Moreover, it also undermines the sanctity of our university and is a direct affront to the constitutional and institutional protections that uphold the independence of educational institutions, which are essential to upholding democracy.

Four years after its abrogation, there have been at least 104 documented cases of unwarranted state intrusion, including incursions, red-tagging, illegal arrests, and harassment targeting students. This alarming environment stifles the community’s freedom of expression, fosters a culture of fear, and puts the welfare and security of the UP community at risk, further emphasizing the urgent need to reinstate the UP-DND Accord.

The University of the Philippines has long stood as a bastion of critical thinking and progressive action. The presence of state forces within its campuses blatantly violates the democratic principles the university strives to uphold.

The University Freshie Council, as representatives of the UP freshie community, stands in solidarity with the entire UP community in strongly opposing this unjust decision. We demand the immediate reinstatement of the UP-DND Accord and call on the DND to respect the sanctity of academic spaces. We also urge the UP administration to take decisive action in defending the university's autonomy and ensuring the safety of its constituents.

Take note of the following dates for the general registration period:

15 January 2025 (Wednesday)
Start of the registration of freshmen, graduating, varsity, HASPAG, graduate students, and students with special needs.

16 January 2025 (Thursday)
Start of the registration of all regular UPD students.

17 January 2025 (Friday)
Start of the registration of all other students including cross-registrants, non-degrees, and special students.
Last day of Withdrawal of Enlistments (for those who enlisted but will not pursue enrollment).

| ONLINE WAITLISTING MECHANICS

The Online Waitlisting in the Student Registration module allows students to apply for a slot in a desired class online. This is an extension of the Preenlistment Module. The mechanics of the Waitlisting Module is as follows:

General Waitlisting:
In the General Waitlisting period, all classes are open to waitlist. You can waitlist in any class you wish to be enlisted in. When the General Waitlisting period is over, the respective offering units will process the waitlist applications.

- Classes that you select in this module are not automatically granted. Wait for the offering unit to process the waitlists, to see if you are granted a slot in your waitlisted classes.

- Granting of class slots is the prerogative of the offering unit. The unit can choose to assign slots in any way, like “random assignment” for equality or "priority by student type" for equity.

- You can enlist in any class and multiple sections of the same course. If your waitlisted course is granted, it will automatically cancel your obtained course through preenlistment that conflicts with the newly granted waitlisted course. You can cancel classes using this module until the start of regular registration.

- If you have waitlisted in many sections of a course and you are granted a slot in a section, then all other waitlist applications of the same course are automatically cancelled.

- If you have waitlisted in several classes in a specific time slot e.g. TTh 1-2:30 pm and you are granted a slot in a class, then all other waitlists for classes that conflict with the newly granted class will also be cancelled.

- There are no rankings during waitlisting since enlistment processing is decentralized to the respective departments.

- A single waitlist will be maintained for a block set of classes.

- It is recommended that you apply for waitlist slots such that the offering unit would be informed of the additional slots per course and time schedule they need to offer.

Department Waitlisting:
After the General Waitlisting period until the deadline of Change of Mat, it is the discretion of the offering unit to open individual waitlist queues for specific courses.

- You can waitlist in any class if it is open. When the waitlist is closed, you cannot apply for a waitlist anymore. A closed waitlist can be opened again at the discretion of the offering unit.

- It is up to the offering unit on when the waitlists will be processed after it is closed. Do check the remarks section of the class you wish to waitlist in to know when to check CRS again to see if a certain waitlisted class has been granted to you.

- The unit may choose to reset their waitlists making all current waitlisted applications cancelled. If this happens, you may see the cancelled classes under Cancelled Waitlists. Feel free to select the class again, in case the waitlisting is opened again.
