Gentlemen:
How to manage the annual observance of All Saints/Souls Day? We’ve been doing this for 35 years, and we’d like to think we have this figured out. How to manage the annual observance of All Saints/Souls Day during a pandemic? We’d have to say we do not have the faintest idea; public health is not our area of expertise.
We were really looking forward to guidance from government on how we will keep our employees and the public visiting our Park safe at this time. But other than closing down cemeteries and memorial parks from October 29-November 4, and limiting the number of people allowed inside in the weeks before and after, we do not have much in terms of specifics. To begin with, how do we determine how many people comprise 50% (or 30%) to be allowed in?
That said, we propose the following guidelines for our memorial park for the period October 12-28 and November 5-15. These guidelines are based on what the City of San Juan has adopted. At the outset, we concede that we are not privy to the basis underlying the San Juan guidelines, but this is all we have at the moment. We will update the guidelines as more information comes to light.
1. Visitors to the park should reserve a slot for the period October 12-28 and November 5-15. No reservation, no entry.
2. Reservations may be made by phone or online through the page of Krus sa Wawa.
3. Only one slot shall be allowed per person, and each slot is valid for one hour.
4. Eight slots will be available each day, beginning at 6am, and with 30-minute intervals to give our employees and assisting police personnel time to clear the Park of visitors before the next slot.
5. Only 70 persons will be allowed entry per slot.
6. We will conduct a temperature check at the gate.
7. Visitors shall wear face masks and face shields at all times. They will not be allowed to eat/drink or set up a tent at the Park.
We anticipate that controlling the entry of visitors (and their cars) to the Park will cause traffic on MacArthur Highway. Limiting the time they can stay at the Park and prohibiting the consumption of food and beverage are also likely sources of friction between visitors and our employees. Your assistance in this matter will be appreciated.
We hope the above proposed guidelines merit your approval. We welcome any suggestions you may have in the interest of public health and safety.
