NEWS: Skill test for restaurant(food) business is announced!

To get new working VISA "Designated skilled labor-1", you need to pass "skill test" and "Japanese language test" as I mentioned in the following post.

This time, skill test for restaurant business was announced as follows.

- 1st skill test for restaurant business will be held on April 25th in Tokyo and Osaka

- Pass/fail result will be announced in mid of May

- Test is achieved by "The organization for technical skill assessment of foreign workers in food industry" (OTAFF)

- Contact is 03-6809-4661

- Test language is Japanese

- Paper test ( mark sheet), 45 questions for 90minutes (need above 65% to pass)

- 170 people for Tokyo and 168 people for Osaka

- Test application from web site of OTAFF

- 7000 yen for testing

Unfortunately all seats in Tokyo and Osaka has been occupied. You need to wait 2nd test. It will be announced in OTAFF web site.

Here is summary:

How to access Yokohama Office:

1. Taxi from Shi-Sugita JR station: Take Keihin-tohoku JR line from Sakuragicho or Kanai JR Station and get off at Shin-Sugita Station. Some JR train is terminated at Isogo-station. In case you can wait for the next train at the same platform of Isogo-Station. You can take the next train going to Ofuna. Shin-Sugita station is next station from Isogo-station.

2. You can find taxi line just out of Shin-Sugita station. You can ask driver “please go to immigration office” or “Yokohama Nyukoku Kanri Office Please”. It will cost about upto 1500~1800 yen.

3. Instead of taking taxi, you can take bus from Shin-Sugita station. Yokohama City Bus Line # 61. You have the 3-4 buses every hour. So you will not wait forthe bus longer than 15-20min. It will take 12-20 min to Station for Yokohama immig. office which is the last station of this Line. So you will not miss the stop to get off. Name of stop you get off is “Torihama-chou Nyukoku Kanri Kyoku Mae. Price is 220 yen.

Instead of using taxi/bus from JR Shin-sugita station, you can change to Seaside Line at Shin-Sugita Station. You will easily find the way to Seaside Line after exiting from JR line. Then you can get off “Torihama” station. It is 3rd station from Shin-Sugita (ShinSugita- Nanbuichiba- Torihama). You have Seaside line train every 10 min at SHin-Sugita station. However, after arriving at Torihama Station, there is no taxi and bus to Yokohama immig.office. So you need to walk to the office that will take 30min. So I recommend to use taxi or bus from Shin-Sugita JR station.

More info about Japanese Language Skill Test

Japanese Language skill test will be started soon for people who will try to get new working VISA “Designated skilled labor-1”.

Detail and official information about this test is not yet announced but similar test has been started for years already. So I can suppose that questions and examination is almost same.

Instead of taking the new examination for ” Designated skilled labor-1″, passing the following official Japanese Language test will satisfy with requirements for Designated skilled labor-1″.

JLPT Japanese Language Test
This is official Japanese Language test approved by Japan government. So Japanese immigration office respect this test result to judge if you can get VISA.

For Designated skilled labor-1, Level-N4 is requested. So you should pass N4 test.

What is N4 level?
N4 is defined as “you can understand basic Japanese language”.

For reading: You can read and understand short simple sentence which will be used in daily life.

For listening: You can understand slow speaking conversation in daily life.

There are 5 level, N1 to N5. N5 is the easiest level. So N4 is defined as basic minimum Japanese conversation can be done.

Test schedule
According to JLPT, test schedule is as follows in 2019.

1st test in 2019: July 7th, 2019. Place: Japan and 40 countries and 135 city in the world.

2nd test: December 1st, 2019: Japan and 76 countries and 232 city in the world.

Test for N4:

Language knowledge (characters and vocabulary) 30min
Language knowledge (grammar and reading) 60min
Listening test 35min
Again, besides this JLPT test described above, Japanese language test for Designated skilled labor-1 will be held from April,2019. You can take that test of course instead of JLPT test. I am sure test contents will be quite same.

NEWS: More detail information about new working VISA

Japan will start to issue new type of working VISA to invite more foreign people to work with us in Japan.

That will be started from April 1st,2019 very soon.

I would like to update more detail information about new working VISA.

This new VISA (now it is called “Designated Skilled Labor-1”) will be activated from April 1st,2019.

So even now detail completed information is not announced yet.
Japan government will announce more information very soon.

The following is the latest update about this new VISA.

This new VISA will be provided foreign people who has labor contract with Japanese Company.
It is just between you and Japanese company you will work. There is no consultant or broker between you and Japanese company necessary.

VISA application process is very simple.
1. You will find Japanese company you want work.
2. You and the company agree that you will work in the company.
3. You and the company apply your VISA to Japanese government.
4. You will get VISA and come to Japan.

As you can see, this is just between you and the company.

However, you (foreign person) need to satisfy with 2 requirements to get this new VISA.

1. Basic skills in designated business area.
2. Basic Japanese conversation skill.

Japanese government will hold “Examination” for each (business skill and language skill) in some country.

On April,2019, those examination will be held in the following countries.
Vietnam, Philippines, Cambodia, China, Indonesia, Thai, Myanmar, Nepal, Mongolia

So at first, people in those countries will have right to get the new VISA.

People who want to get the new VISA have to pass these 2 examinations at first.
We still don’t know when and how these examination will be held in these countries. I think you need to check Japan embassy about this examination plan.

As of April 1st,2019, skill examination will be held only for 3 business area.
– Hotel, accommodation business area
– Care workers
– Restaurant business

Other business area will be added in 2019 gradually.
So you can check with Japan embassy how, when and which business area the skill examination will be held.

Japanese language examination is rather simple. Japanese-Language Proficiency Test(JLPT) N4 Level is required. That is checked by the examination.
N4 level means;
– You can read simple and basic sentence with Kanji(Chinese characters).
– You can listen and understand slowly speaking conversation.
This JLPT test is existing already. The test is now scheduled already in each country.　If you want to prepare for getting VISA, you better start to book this JLPT N4 test in your country. If you can pass at first, only remaining examination is for your business skill.

Here is the summary:
– You need to check in which business area you have basic skill. If you have skill in care worker, hotel service, restaurant area, you have chance to get VISA very soon.

– You have to pass examination for business skill and language skill. Detail to be checked in Japan embassy. No detail information available now.

– You should find Japan company who will hire you. This is most difficult part. I think more recruitment information will be available after April 1st.

– Once you can find the company you will work, your VISA will be applied to Japanese Government together with the company.

– Important thing for you is that you don’t need to pay big money to broker and consulting company existing between you and Japanese company you will work.

Please remind that framework of this new working VISA ( “Designated Skilled Labor-1” ) is to provide foreign workers with stable working environment and fair salary. Therefore any bad broker is not allowed to this framework as a player.

You should not pay your money to broker to get this new VISA. Without such bad broker, you can get new VISA. Please be careful if your consultant or job finding company request you to pay big money before going to Japan. This is illegal business and not allowed by Japanese government.

How to extend your short stay VISA

Today I tried to extend 90 days short stay VISA for visiting relatives living in Japan.

He is visitor from Philippines to see his sister living in Japan. He got short stay 90 days VISA and came to Japan. We tried to extend his stay for 90 days longer.

We went to Immigration office in Yokohama with the following documents.
- Application form
- Statement why we need to extend
- Statement what was his activities in Japan so far
- His passport

These are the requirements clearly written in web site of MINISTRY of JUSTICE who makes the LAW of immigration.

However, our application was rejected one lady sitting in the counter of YOKOHAMA immigration office.
She required us non written requirements.

She requested us the following additional information.
- Visitor's birth certificate
- His sisters birth certificate
- Paper for personal guarantor
- Japanese residence certification(Jyumin-hyou) of his sister and guarantor
- Japanese birth certificate(koseki-tohon) of the guarantor

I asked her why she required such additional documents and she said judgement is getting strict and she was ordered to so do this by her boss.

SO it sounds it was local rule (requirements) only decided in YOKOHAMA immigration office. Or just she was very strict officer personally.

After this, I tried to find any information about this additional requirements but no found.

How come we can know and prepare in advance before visiting the immigration office.

Please be careful when you go to YOKOHAMA immigration office and if you hit female officer.

Japanese Handy Phone fee: let's save your money!

In Japan, you cannot survive without handy phone which is called "SUMAHO" in Japanese.

There are 3 major phone carrier in Japan. DOCOMO, AU and Softbank.

They cover most of all Japan area and the line is very stable and high quality.
Soon they will offer 5G network which is so much higher speed than now. It will change our daily life style. I should say we can not live conveniently without SUMAHO anymore....

HOWEVER, it is very expensive monthly payment if you use such major carriers.

For Data(3GB) and call, you have to pay 8000yen~10000yen or more every month to DOCOMO, AU and Softbank.

Japan is one of the most expensive country of the world for this communication cost by handy phone.

Are you paying such money for every month now? Are you happy with that?

Why many Vietnamese wants to come to Japan for working?

Many Vietnamese already come to Japan as "technical intern trainee". Even if working condition in japan for them is very bad, many of them still wants to come to Japan. WHY?

Before they come to Japan as "technical intern trainee", they learn Japanese language and culture for 3-6 months in special school.

Without such pre-training, they cannot follow severe Japanese life style.
They learn how to garbage trash in Japan. They have to learn also that it is not allowed in Japan to enter other person's garden and eat their fruits, not allowed to catch fish in the garden and eat it......

It takes more than 4 months to learn enough Japanese language skills.

Like this, it is not easy to go to Japan and work there. They have to pay 1 million yen for such training.

Even this, they can get more money in Japan than working in Vietnam. That is the only reason they want to go to Japan even if they need hard pre-training and pay big money for that.

NEWS: Penalty will be severer

Using handy phone(including smart phone) while driving is not allowed in Japan. Police department is now going to change the law in the next year (2019) to make its penalty heavier.

In the current law, penalty is “up to 50,000 yen”. It will be changed to ” jail in up to 6 months or fine up to 100,000 yen”.

In the reality, fine is 8000yen now but it will be increased 40,000 yen!

Please be careful and understand that using handy phone while driving is prohibited very strictly.If you break the law, severer penalty will be applied to you including go to jail.

NEWS: Tourist to Japan reached 30M people!

In Dec,2018, number of tourist to Japan from outside reached 30 Million
It is increasing because of VISA regulation changes and increase of
LCC flight to Japan.

Last year (2017), it was 28M people.
Tourist from foreign countries is getting increased very quickly.

Japanese government expects that it will be 40M until 2020.
To reach that number, we have many issues to be solved.
One of them is to increase flight to Japan especially LCC.

Also accommodation needs to be increased. Vacation rental (like Airbnb)
is not popular yet due to Japanese strict law restriction.

NEWS: We need more foreigners!

One of business area who needs foreigner's labors is "care business".
rack of workers in this area is getting more serious year by year.

Especially in 2025 when "baby boom generation" will become 75 years old,
rack of workers situation will be critical.
Before that, we need more foreigner's labor in this area.

Veteran care manager told us " care business area really welcome labors from foreign countries!".
"Many old people cannot enter to care hospital even if there are some vacancy. That is because no workers for that care hospitals."

Salary in this care business area is relative lower than other business area in average.
Average salary of care workers is about 198486 yen. This situation needs to be improved as soon as possible.

Many foreign people are already working in this care business and their reputation is very high. Many of them came from Thai, Vietnam, Myanmar
and women. They are very earnest faithful. Even if their Japanese conversation is not perfect, they are always willing to hear old people's voice and their characteristics are very bright. They are very trustful people, many care managers told us.

NEWS: Japanese language test

Japanese language test for "specific skilled labor level-1" is now under preparation by the government. It consists of writing test and interview.

Required language skill will be "enough for daily life in Japan" PC will be used for testing.

From April,2019, test will be held 6 times within 1 year mainly in Asian countries.
