Atty Harry Roque reveals that under an agreement made by ex-President Duterte with China, the status quo in the West Philippine Sea would be maintained. This deal allowed Philippine vessels to deliver only water and food, but not construction materials, to the Sierra Madre.
Former Supreme Court Justice Antonio Carpio highlighted that this agreement, which benefits China, contravenes the July 12, 2016, Arbitral Tribunal decision that recognized Ayungin Shoal as within the Philippine Exclusive Economic Zone (EEZ).
