BASA. VaXcertPH nag update sang ila system suno sa Facebool Page sang Department of Health (DOH).

Ila gina abisohan ang tanan nga naka kuha sang Vaccination Certificates sa ila website antis Pebrero 7 nga mag kuha naman sang bag-o nga VaxCert.

VaxCertPH has been updated with new features! All citizens who generated their certificates before February 7, 2022 are urged to request the new version of VaxCertPH in the portal, since the QR code of previously generated certificates will become outdated and unreadable. Regenerate your VaxCertPH if you already have it, or get your VaxCertPH 48 hours after your full vaccination.

BASA. Senate Blue Ribbon Committee gin rekomendar nga kasohan ang Presidente kag Health Secretary Francisco Duque.

The Senate Blue Ribbon Committee has recommended filing criminal charges against President Rodrigo Duterte and Health Secretary Francisco Duque III over the government’s pandemic supply deals with Pharmally Pharmaceutical Corp.

A preliminary report issued by the panel on Tuesday said that Duterte “betrayed public trust in violation of his oath,” and charges “must be considered” against him once his term ends in June 2022.

“After all, he was the one who appointed all the people who approved these transactions and aggressively protected and defended them when they were caught in this horrible crime against our people,” the report signed by Blue Ribbon Committee Chairman Senator Richard Gordon read.

The Senate committee that looked into allegedly overpriced pandemic supplies purchased by the government also suggested filing complaints against Duque for violation of RA 3019 or the Anti-Graft and Corrupt Practices Act.

The hearings with the Upper Chamber uncovered that Pharmally secured P10 billion in pandemic deals between 2020 and 2021 despite being a newly created firm that lacked the funds to handle such government procurement.

In its partial report, the Blue Ribbon Committee said “public funds [were] plundered as the Filipino people struggled” during the COVID-19 pandemic.

“Instead of ensuring that crucial supplies were made available, the public servants who were supposed to be responsible for the people’s welfare lined their pockets, acquiring grossly overpriced equipment for stockpiling, favoring an unqualified, undercapitalized company,” the report read

“[Pharmally were] exceedingly assisted by the foreign citizen Presidential Adviser on the economy who turned out to be so influential in the critical acquisition of supplies favoring his supplier-friends abroad,” it added.

The panel also recommended filing raps before the Department of Justice against former presidential economic adviser Michael Yang, resigned Budget Undersecretary Lloyd Christopher Lao, Atty. Warren Rex Liong and executives of Pharmally: Mohit Dargani, Twinkle Dargani, Krizle Grace Mago, Huang Tzu Yen, Dickson Panti, Lin Weixiong, and Rose Nono Lin.

ARTA to the rescue!

Secretary Jeremiah B. Belgica, director general of the Anti-Red Tape Authority (ARTA), renewed his call to the government agencies to establish their official contact lines and ensure that their offices are reachable by the public.

Belgica said this is an important aspect of public service, especially now during the Covid-19 pandemic.

The statement came after ARTA continued receiving reports of government offices that are unreachable through their contact lines.

"We need to understand that it is a disservice to the public if they are not able to reach those in the government for assistance. This is yet another form of red tape that hampers the efficient delivery of government services to Filipinos," Belgica said.

"If we continue receiving complaints like this, we shall be issuing notices to explain to erring government offices," he added.

He said setting up contact lines is as important as putting up Public Assistance and Complaints Desks, which are mandated under Republic Act 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.

This is in line with the Omnibus Guidelines on the Implementation of Community Quarantine in the Philippines issued by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases and Memorandum Circular No. 87 released by the Office of the President.

Both issuances provide that the government must be at full operating capacity even during the Covid-19 pandemic or enhanced community quarantine which later shifted to Alert Level System.*

GOV. LACSON: FREE ANTIGEN TEST FOR NEGROS-BOUND TRAVELERS

All Negros-bound travelers will be entitled to a free Rapid Antigen Test (RAT) upon arrival as a requirement to enter the province, effective February 1, 2022.

During a virtual consultation meeting, this afternoon, attended by Negros Occidental Gov. B**g Lacson, Bacolod City Mayor Evelio Leonardia, Vice Mayor El Cid Familiaran, Provincial Administrator Atty. Rayfrando Diaz, city and municipal mayors of the province, and Bacolod councilors, all have all agreed to lift the negative RT-PCR requirement for travelers and have the rapid antigen test instead, regardless of vaccination status.

The Bacolod City government will be requiring Bacolod-bound travelers to present negative antigen test upon arrival; which needs to be taken and certified only by accredited Department of Health clinic or laboratory from their point of origin within 48 hours upon their arrival to Bacolod.

The agreement of the parties is subject to adjustments based on new IATF resolutions.

Gov. Lacson said that the Provincial Government acceded to the request of Bacolod City to allow the use of RAT as a substitute for RT-PCR, however, both tests are acceptable; RT-PCR test is valid within 72 hours from swab sample extraction, while RAT is valid for 48 hours.

The governor also said in the meeting that the provincial government is willing to conduct a new antigen test for Bacolod-bound travelers for free to ensure authenticity of RAT result and for the safety of everybody.

Negros Occidental Gov. Eugenio Jose Lacson has agreed to Bacolod Mayor Evelio Leonardia’s proposal to allow all inbound passengers arriving at the Bacolod Silay Airport to present negative rapid antigen tests instead of RT-PCR tests starting February 1 at a meeting this afternoon.

Leonardia thanked the governor for agreeing to his proposal at a Zoom meeting also attended by the mayors of Negros Occidental.
