The member representing Ogbia Federal Constituency in the House of Representatives, Hon. Azibapu Fred Obua has congratulated King Dumaro Charles Owaba, the Obanobhan of Ogbia Kingdom on his appointment as the Second Vice Chairman of the Bayelsa State Traditional Rulers’ Council.

Obua who is the Deputy Chairman House Committee on information, National Orientation, Ethics and Values made this known in a statement sent through the office of hon. Fred Obua media on Monday.

The lawmaker equally felicitated His Royal Majesty, King Bubaraye Dakolo, Ibenanaowei of Ekpetiama Kingdom and His Royal Majesty, King Patrick Olamiene Egberibine, Pere of Kou Kingdom on their appointments as Chairman and first Vice-Chairman respectively.

Obua appreciated Governor Douye Diri of Bayelsa State for repositioning the traditional institution in the state.

He stated that the peaceful disposition and uncommon counsel of King Owaba which has endeared him to the Ogbia people will be brought to bear in the administration of the council and overall prosperity of the state.

Obua, a Fellow of the Nigerian Institute of Quantity Surveyors, while congratulating the new leadership, also prayed to God for their reign to be peaceful and development-oriented.

Rt Hon Azibapu Fred Obua, Member representing Ogbia Federal Constituency in the House of Representatives, has, amidst cheers, accepted the clarion call by the People of Oloibiri, Anyama, Emeyal and Abureni Clans of Ogbia Kingdom to re-contest for and retain the Ogbia federal constituency seat come 2023 under the Platform of the Peoples Democratic Party, PDP.

Azibapu Fred Obua who is also the deputy Chairman of the House Committee on Information and National Orientation, Ethics and Values as well as former Commissioner for Special Projects accepted the unanimous call while speaking at the expanded Caucus and Stakeholders' meeting of the Peoples Democratic Party, Ogbia Local Government Area, held on Monday, 28th of March, 2022.

Azibapu Fred Obua, a Fellow of the Nigerian Institute of Quantity Surveyors who used the opportunity to give account of his unprecedented achievements and future plans, expressed appreciation to all Party Leaders, Stakeholders and Constituents for their continuous cooperation and for reaffirming the oneness and indivisibility of Ogbia as well as doing away with internal wranglings that are retrogressive.

Rededicating himself for further service to the Ogbia People, Azibapu Fred Obua stated that he is more experienced and positioned more than ever to attract and deliver more democratic dividends to the Ogbia Federal Constituency.

Azibapu Fred Obua pleaded with the Ogbia Delegates and Electorates for their votes, hinting that a re-elected Member of the House of Representatives, stands a better chance to meet the felt needs of the Constituency.

Rt. Hon. Obua Azibapu Fred, Member representing Ogbia Federal Constituency in the House of Representatives has distributed educational and Instructional materials to all public primary and Secondary Schools accross Ogbia Federal Constituency.

Deliverying a keynote address in an elaborate ceremony held on Monday, 6th September, 2021 at Emeyal 2, which had in attendance Political and traditional Stakeholders, Principals, Head Teachers, Students and Pupils, Rt. Hon. Obua stated that the provision and distribution of the educational and Instructional materials was his deliberate intervention at brightening the educational fortunes of Ogbia Federal Constituency and complimenting the efforts of Sen. Douye Diri, Governor of Bayelsa State and his Prosperity Administration's achievements in the educational sector.

The Ogbia Federal Lawmaker who commended the Federal Government and the relevant MDA for their great roles, recommitted himself to the service of the Ogbia People, positing that no amount of investment is too much for education, adding that the donated items will lessen the financial burden of Parents and Caregivers over their Children and Wards' education.

Obua who charged the Beneficiaries to make the best use of the donated educational and Instructional materials, warned against sabotage of any sort, advising the Students and Pupils to take the study of their Books seriously and imbibe good morals to become useful Members of Society.

On his part, the Representative of the Federal Ministry of Agiculture and the relevant MDA, Mr. Chibuzor thanked Hon. Obua for his impactful and self-less representation.

Speaking as Chairman of the occasion, Hon. Dr. Gentle Emalah, Commissioner for Education, Bayelsa State, commended Hon. Fred Obua for his legislative and visible actions at bringing about the provision and distribution of educational and Instructional materials to all public primary and post-primary Schools in Ogbia Federal Constituency of Bayelsa State which in line with the vision of the prosperity administration of Governor Douye Diri.

The member representing Ogbia Federal constituency in the House of Representatives Hon. Obua Azibapu Fred has called on the Federal Government to complete the abandoned Yenegwe-Kolo-Nembe road in Bayelsa State.

The federal Lawmaker made the call during plenary section at the green chamber when he laid a petition requesting the Federal Ministry of Works to return to site after years of silence.

He said contract to construct the road was awarded in 1972 and abandoned six years later by the contractors and was later re-awarded in 2009, pointing out that since then significant progress has not been done on the road.

Hon. Fred Obua, a former Commissioner for Special Project in Bayelsa State, and a Fellow of the Nigerian Institute of Quantity Survey urged the federal Ministry of Works to make out modalities to return to site, stressing that if the road was completed it would boost the economy of the area.

THE NATIONAL ASSOCIATION OF NIGERIAN STUDENTS NANS JCC BAYELSA STATE AXIS COMENDS HON. OBUA AZIBAPU FRED MEMBER REPRESENTING OGBIA FEDERAL CONSTITUENCY FOR SPONSORING A BILL FOR AN ACT TO ESTABLISH A FEDERAL COLLEGE OF EDUCATION AT ELEBELE, OGBIA LGA, BAYELSA STATE.

CALLS ON THE PRESIDENCY, SPEAKER FEDRAL HOUSE OF REPRESENTATIVE AND OTHER LAWMAKERS TO SUPPORT THE BILL

A Bill for Act to Establish Federal College of Education, Elebele, Ogbia, Bayelsa State has passed First Reading in the House of Representatives being sponsored by an educational loving and student friendly leader Hon. Obua Azibapu Fred, Member Representing Ogbia Federal Constituency.

As the saying goes "the only way to develop a society is to educate her people", Hon. Fred has proven himself worthy of emulation through his concern and push to educate our people, thus aiming at developing our society.

On the above context, we the National Association of Nigerian Students, Joint Campus Committee (NANS JCC) Bayelsa State Axis ably led by Comrade Jacob A. Kenneth herein commend, applaud and support the drive and push of our education driven lawmaker in the Green Chambers of the National Assembly as he takes on such a people oriented task in ensuring our people get the dividends of democracy and stand up to compete favourably with other states in the area of education.

We also gathered that Hon. Fred had promised to expedite action, to surmount the remaining legislative processes and bureaucratic hurdles on the Bill, till it is passed into law and secure Presidential Assent and upon this, we call on all Education loving members of the House of Representatives to give their very support in pulling this Bill through the required phases for the dream to be actualized. And to other members who are Bayelsans, it us our appeal that you create synergy with Hon. Fred for swift push of the Bill in aiding where necessary as this will leave a developmental impression for our State if achieved.

As a Students Association operational in the State and upon knowing the significance of such institutions and the change it will bear on our people, we shall dedicate ourselves to advocacy where necessary and also engage well meaning stakeholders who could play relevant roles in the actualization of this vision. We use this medium to call on His Excellency President Muhammadu Buhari, the Speaker of the House of Representatives Rt. Hon. Femi Gbajabiamila and other lawmakers to give the required attention to this Bill and an enabling atmosphere for a smooth process of the bill.

THE NEED TO ADDRESS THE IMMINENT CIVIL DISORDER AND BREAKDOWN OF LAW AND ORDER ACROSS THE NIGER DELTA ARISING FROM THE SKEWED INTERNAL OPERATIONS OF THE NIGERIA AGIP OIL COMPANY LIMITED

The House:

Aware that the Nigeria Agip Oil Company (NAOC) Limited is the operator of the Joint Venture (JV) Agreements between the Federal Government of Nigeria (represented by the Nigeria Petroleum Development Company) and Oando, just as it does with Total Nigeria Limited and the Shell Petroleum Development Company Limited respectively.

Further aware that JV facilities operated by NAOC are in Bayelsa, Rivers, Delta, and Imo States respectively, with the least facility being in the latter.

Note that across all JV Agreements, the Federal Government of Nigeria owns sixty percent (60%) of shares.

Further note that being largely federal government entities, there must be a semblance of federal character across all JV operations viz-a-viz the recruitment of local qualified manpower.

Disturbed however that all senior management positions in NAOC are occupied by personnel of a certain geopolitical zone;
Very disturbed that the deliberate and calculated attempt to, in a sustained fashion, replace all senior management staff of NAOC with those of the aforestated geo-political zone is not only discriminatory, but amounts to a clear breach of sections 14 (3) and (4) of the 1999 Constitution of the Federal Republic of Nigeria (as amended) on the application of the federal character principle;
Note that apart from those manned by expatriate staff, the Head of Legal, General Manager Human Resources, Head, Division of Operations, Project Development, Stakeholders Department, Health Safety and Environment, and Medicals are all headed by personnel of the said zone;
Cognizant that almost eighty-five percent (85%) of senior management positions in NAOC are occupied by persons of the same zone.
Further notes that specifically, section 318 (1) defines federal character as ‘the distinctive desire of the people of Nigeria to promote national unity, foster national loyalty and give every citizen of Nigeria a sense of belonging to the nation as expressed in section 14 (3) and (4) of the Constitution’. This means that beyond the constitutional imperative to comply with the Constitution is the utilitarian value of fairness and justice;

Worried that the skewed repositioning of personnel from one geo-political zone at the expense of others, into strategic management positions has deprived others particularly host states of Bayelsa, Rivers and Delta;

More Worried that this seeming marginalization and discrimination is a potential cause for disaffection amongst Bayelsa, Rivers and Delta States capable of negating the conducive environment the said states have thus far created for the company’s operations that happen in a rather hitch-free manner.

Very worried that this ugly development, if not timely nipped on the board, is capable of throwing the trio states into chaos, thereby eroding the conducive prevailing atmosphere of the company and its operations in the region.

The House therefore resolves to:
Mandate the House Committee on Petroleum Resources (Upstream) to investigate the skewed repositioning of personnel from a single geo-political zone; and report within three weeks for further legislative action.
