Introduction
In the complex world of party governance, political strategy and exigency are essential tools that can shape the trajectory of a party's development. Sustainable party governance, which involves the creation and maintenance of systems that promote long-term party well-being, depends heavily on these factors.
The persistent claims of conspiracy theory, fears and concerns of members of the opposition parties in the state on the Sen. Uba Sani’s government plans of using the SIECOM to forcefully declare APC candidates as winners of the October 19 LGC elections in all the 23 LGAs of the state, is enough reason for the PDP in the state to as a matter of political exigency, come up with a watertight strategy of mobilizing voters for the polls as well as, safeguarding her votes and results during and after the polls.
There must be deliberate planning and ex*****on of actions aimed at achieving specific goals within the political sphere. In this case, PDP’s main goal is to secure victory in the forthcoming LGC poll across the state. It involves careful consideration of various factors, including public opinion, political alliances, policy frameworks, and the socio-economic context. Effective political strategy enables leaders to navigate the complexities of governance, build consensus, and implement policies that drive sustainable development.
A well-crafted political strategy is therefore crucial by the PDP in Kaduna state in the formulation and implementation of it policies that promote sustainability. PDP Leaders must anticipate the long-term impacts of their decisions, ensuring that policies address current challenges while also considering future generations.
A successful party governance requires the ability to build broad-based support for policies. Political strategy helps leaders forge alliances and create consensus among various stakeholders, including civil society, and the private sector. This collaborative approach ensures that policies are more likely to be accepted and sustained over time.
In a rapidly changing world, political leaders must be adaptable and resilient. A sound political strategy includes mechanisms for adjusting policies in response to new challenges or opportunities. This adaptability is key to maintaining the relevance and effectiveness of governance over the long term.
Exigency refers to the urgent and pressing needs or demands that arise in the course of managing political issues. It often requires immediate action and decision-making, sometimes under conditions of uncertainty or crisis. While exigency can pose challenges, it also presents opportunities for leaders to demonstrate their ability to manage crises and steer their party toward sustainable outcomes. Leaders who can respond swiftly and effectively to crises are better positioned to mitigate their negative impacts and set the stage for recovery and growth. In times of exigency, party leaders must prioritize actions that address the most critical issues. This requires a strategic approach to resource allocation and power sharing, ensuring that the most pressing needs are met while also laying the groundwork for long-term sustainability. Exigency can also drive innovation and reform. When faced with urgent challenges, party leaders may be compelled to rethink existing systems and implement bold reforms that would otherwise be difficult to achieve. This can lead to the development of more efficient and sustainable party governance structures.
The interplay between political strategy and exigency is crucial for sustainable party governance. While political strategy provides the framework for long-term planning and decision-making, exigency introduces the element of urgency, compelling leaders to act swiftly and decisively. Together, they ensure that party governance is both proactive and responsive, capable of addressing immediate challenges while also pursuing long-term goals.
Going by the above submission, whether Dist. Sen. Sunday Marshall Katung is involved in the outcome of the just concluded Local Government Chairmanship party primaries in Zangon Kataf Local Government or not, I see the outcome as a political strategy for the retention of the LGA by the PDP using the incumbency factor, otherwise, we should be prepared to say bye-bye to the seat of the council chair to the ruling party if the rumors making the round is anything to go by. Similarly, the outcome of the Jaba LGA chairmanship primaries underscore the need to allow for internal democracy principles to thrive within the party governance, and it further buttresses the readiness of the electorates in Jaba LGA to establish the supremacy of the PDP come October 19, 2024. The outcome of the chairmanship primaries in Jema’a LGA is unique in the sense that drivers of the party at EXCO levels, will now have the assurance of growing beyond the party leadership into mainstream political leadership.
Conclusion
Political strategy and exigency are indispensable tools for sustainable party governance. Through careful planning, consensus-building, and adaptability, political strategy lays the foundation for policies that promote long-term party well-being. Exigency, on the other hand, tests the resilience and responsiveness of party leaders, pushing them to address urgent challenges while maintaining a focus on sustainability. Together, these elements ensure that party governance is both effective and enduring, capable of meeting the needs of today while safeguarding the future.
It is therefore imperative for all party leaders, card carrying members and stakeholders, to sheath our swords, embrace peace, forge alliances and put the party’s interest above our individual/group interests, in order to secure victories in the forthcoming LGC elections. I also wish to call on the party leadership and stakeholders, to as a matter of urgency, activate the negotiation and reconciliation mechanism for a guaranteed united PDP family.

FAIR TREATMENT
The Case Study of PDP Kagoma Ward

I Hon. Austin Ambrose Yibin brings us greetings from my humble abode.

I have been following the unfolding events in the PDP within the Kagoma Ward, Gwong Political Zone as well as the entire Jema'a LGA since my inglorious ouster from the race of PDP standard bearer for the forthcoming LGC general elections slated for 19/10/2024.

I will like to speak to the following concerns as raised by some of us:
1. Micro Zoning
2. Unfair Treatment
3. Lack of Unity

MICRO ZONING
On the issue of micro zoning, I recall vividly, that the party's council chairmanship ticket was zoned to Gwong political zone, there was never a time, that micro zoning it to Kagoma Ward was ever mentioned (officially). The issue of micro zoning was to be an advocacy and the ward stakeholders and party leadership were supposed to lobby and plead with our brothers from Barde and Asso Wards to consider other factors and allow a consensus candidate to emerge from Kagoma Ward. To the best of my knowledge, that team was never formed and the lobby exercise never took place up to the time of writing this piece.

UNFAIR TREATMENT
I am still trying to process what we mean by the statement "unfair treatment" who is being treated unfairly? Have we forgotten the adage which says; charity begins from home? Let us look ourselves in the face and tell ourselves the truth whether we are treating ourselves fairly within the PDP family in Kagoma Ward or not? Kagoma PDP Ward in Gwong Zone shares similar characteristics with Ward B in Kafanchan central zone. It is always in Kagoma Ward that ruling and rival political parties use to have a fill day whenever it is election time. It is in Kagoma Ward that you see high level deceit, compromise and outright mortgaging of PDP during elections, most of us are guilty of this unfortunate development. How then do we expect other Wards and Zones in the LGA to trust us? Our results during elections speak of who we are and our place politically. In my candid opinion, the chairmanship ticket is still open to the Gwong Zone and since we have carefully nominated our Ward consensus candidate after scoring him high in all aspects, then it will be good for him to go through a proper primary election to further establish himself as the most suitable candidate for the party. However it turns out, it's a win-win situation for Gwong Zone.

LACK OF UNITY
The deep rooted hatred and enemity amongst party members in the Ward has been the cancer work eating the fabric of our Ward. Some people have constituted themselves into political gods who decide the fate of party members. Until the day we shift from this mentality of local politics of thinking that everything political, starts and end with Kagoma Ward, we will never make a headway. It's only in Kagoma Ward that individual efforts and contributions towards the development of the party are easily forgotten, especially when a member is aspiring to grow politically. It is also in Kagoma Ward that a member is always told to join the cue when such a member is aspiring for any elective position. When the likes of Hon. Daniel Amos, Hon. Peter Danjuma Averik, and Comrade Yunana Markus Barde came to limelight, were they really known prior to that time? But when they came, their kit & kins accepted and supported them all the way.

CONCLUSION
Let us learn to be sincere in our dealings with one another, transparency and sincerity are the keys to a united, harmonous and prosperous team. It's about time we go back to the drawing board and reset things. Let me conclude by saying that, Comrade Hassan Boyis and Mr. Adamu Jaba did not voluntarily withdraw for Hon. Robert Dyeri, but Adamu Jaba dropped down for Comr. Hassan Boyis, while the final screening committee stepped down Comr. Boyis in favour of Hon. Robert Dyeri.

3. Tinubu Bans Foreign Trips By Ministers, Aides, Govt.

President Bola Ahmed Tinubu has banned ministers, aides and other government officials from embarking on foreign trips in a bid to cut the cost of governance.
Tinubu gave the directive via a letter dated March 12 2024, by his Chief of Staff, Femi Gbajabiamila, and addressed to the Secretary to the Government of the Federation, George Akume.

According to Premium Times, President Tinubu, in the letter, directed an embargo on all foreign trips, but stated that exemption could be given to trips deemed absolutely necessary.

The letter added that Tinubu said such exemptions would need presidential approvals which must be sought two weeks ahead of the planned trip.

4. CJN to earn N64m annually as Tinubu increases judicial officers’ remuneration
Also, the President of the Court of Appeal is to earn N62.4 million annually while the justices of the Supreme Court are to earn N61.4 million annually.

The Chief Justice of Nigeria (CJN) will earn as much as N64 million annually, according to the bill seeking to review the salaries and allowances of the country’s judicial officers.

Also, the President of the Court of Appeal is to earn N62.4 million annually while the justices of the Supreme Court will earn N61.4 million annually.

President Bola Tinubu on Tuesday sent an executive bill to the National Assembly to review the salaries of judicial officers.

Naira rebounds to N1,400/$ as speculators offload forex

The naira rebounded against the United States dollar on Wednesday at the official and parallel markets, with the local currency recording a significant gain against the greenback at the black market.

This came as the Central Bank of Nigeria announced the final settlements of all valid foreign exchange backlogs, fulfilling a key pledge of the apex bank governor, Mr. Olayemi Cardoso, to process an inherited backlog of $7bn in claims.

The Acting CBN Director, Corporate Communications, Mrs. Hakama Sidi Ali, who disclosed this in Abuja on Wednesday, recalled the central bank had recently cleared $1.5bn from the backlogs.

On Wednesday, the naira closed trading at 1,410/dollar at the parallel market and N1,492 at the official Nigerian Autonomous Foreign Exchange Market, according to data compiled from the FMDQ Securities Exchange.

6. AEDC, Niger State Govt partner on ‘Light Up Niger’ project to improve electricity supply

The Abuja Electricity Distribution Company (AEDC) and the Niger State Government have come up with an initiative that will improve electricity supply to residents of Niger State.

The initiative code name “Light Up Niger 2024” would be a collaboration between the State government and the AEDC to ensure a steady power supply to Nigerlites.

This was brought to the fore when Governor Mohammed Umaru Bago received the AEDC delegation led by its Chief Operations Officer, Eng. Chijioke Okwuokenye at the Government House, Minna.

Governor Bago described the initiative as a welcome development because Niger State is host to four hydro dams and the dams contribute about 60% electricity in Nigeria.

The Senate on Wednesday passed the Student Loans (Access to Higher Education) Act (Repeal and Re-Enactment) Bill, 2024.

The Senate passed a resolution after considering the report of the Senate Committee on Tertiary Institutions and TETFUND that considered the bill on the floor of the upper chamber.

Senator Muntari Dandutse, who is the chairman of the committee that considered the bill, presented the report during plenary.

Senator representing Kaduna South Senatorial District, Distinguish Senator Sunday Marshall Katung, has called for a better response to resurgence of mass abductions of people, especially schoolchildren.
Katung said incidents of mass abductions were predictable, hence the need for a quick but strategic and emphatic response to the situation.

The lawmaker made the call in a statement yesterday, reacting to the recent abductions of about 500 persons in Kaduna State, including 287 schoolchildren at Kuriga LEA Primary School.
He expressed fear that if a better response to the security challenges is not adopted, the country will continue to deal with the aftermath of kidnappings, banditry, and criminalities in its communities.

9. Nigeria can’t survive current executive presidential system of government – Aregbesola warns

According to Most Rev. Ugorji, the release of Kanu will pave the way to economic prosperity and security in the south east.

THE REAL CAUSE OF THE CRISES AT OKUOMA COMMUNITY IN UGHELLI SOUTH L.G.A OF DELTA THAT LED TO MILITARY INVASION.

Okuoma community is an Urhobo community in Ughelli South L.G.A located along the Forcados River. It shares boundaries with Akugbene and Okoloba communities, and both are Izon (Ijaw) speaking communities, located in Bomadi L.G.A of Delta State. Both communities have lived together peacefully for over 3 centuries now. Okuoma community is in Ewu-urphie clan of the Urhobo tribe of Delta State.
Their major occupation is farming and fishing.
There are other Urhobo communities along the Forcados River who all share boundary with the Izon speaking communities. They are as follows: Gbaregolor, Okuoma, Olota, Alagbabiri communities e.tc., all these communities are in Ughelli South L.G.A and they all share boundaries with the Izon speaking communities. These communities have lived with the Izon speaking communities for several centuries. They have had intermarriages and inter trades among themselves for some centuries. We have several families who are from both tribes (Urhobo and Ijaw). In the olden days, for you to be crowned a king in Izon land, you must have your maternal root from the Urhobos. I don't know if that tradition is still in practice. I know some few Kings whose that maternal roots are from the Urhobo tribe, e.g. HRM Oporomor Godspower of Bomadi town (Ijaw community) in Bomadi L.G.A. He had his maternal root from Gbaregolor community (Urhobo community) which is located along the Forcados River. His Royal Highness, King of Akugbene community (Ijaw town) has his maternal root from Okuoma community (Urhobo town). The king of Akugbene community influenced some developments in Okuoma, like construction of jetty at the waterfront of Okuoma, e.t.c.

These people (Urhobos and Ijaws) are one people because they are related by blood or marriage in one way or another. Mr. Barrister Smooth, a famous Ijaw singer once said in his song "When you come to my house you can't separate Ijaw man from Urhobo man because they all live together as one." We are one people.

Back to the main issue;
Okuoma community had land dispute with their neighboring community Okoloba over common boundary. The land dispute has been lingering for quite a long time now. At the boundary side of Okoloba community there is a white mansion, this mansion belongs to a warlord, a man known to be a right-hand man to Mr. Government Tompolo.
Okoloba community have always claimed ownership of the land on which the Okuoma community is located, they always say the "Okuoma inhabitants are their tenants".
If you recall, I earlier said there is a mansion at boundary of both communities, this mansion is owned by a warlord from Okoloba (Ijaw community) this man is so influential and he owns a shrine in this mansion where he practices human sacrifices as rituals in worshipping his war god; Egbesu. Last month February, this man armed his boys and attacked a commercial boat conveying some Okuoma community boys namely Igho and co. These boys were all murdered by this warlord and he labeled them criminals. He wrote to JTF (Joint Task Force) that they were criminals. Remember, I told you that he is Tompolo's right-hand man He is so influential and connected that whatsoever he tells the JTF is what they accept, because his boss Tompolo owns Tantita Security Forces and they control the creeks. This act alone triggered the grievance of the Okuoma community. When this warlord's gang want to carry out these crimes, they put on army camouflage, so it's difficult to differentiate genuine Army personnel from these hoodlums.

Last week, a man named Anthony Aboh from Okoloba community went missing, his relation from Okoloba community, an Honorable member, believed that It was the Okuoma community that kidnapped him to retaliate for the attack which was carried out on the Okuoma community boys, so they reported the issue to the Bomadi JTF. Just before he reported, the body of the alleged kidnapped man was discovered floating on River Forcados at Ayakoromor community. His hands were tied and he had been beheaded (that was the picture displayed on Social Media with the fallen soldiers body). This annoyed the Okoloba community so much, the Honorable and some delegates from the Okoloba reported to JTF, which then proceeded to Okuoma community on March 14th, 2024 with some soldiers in company of the Honorable. On reaching there, they met with the chairman and elders of the community in their town hall and they brought up the case of the kidnapped beheaded man with the community leaders. The chairman and elders all denied saying they know nothing of such case, which made the soldiers ask the elders and community leaders to lie on the floor. The Army then insisted on arresting the community leaders and that was where the crises erupted from.

The information got to the youths that fake soldiers have come to terrorize the community again, and when they turned up there was argument between the Army and community youths. The Army released some gun shots, leading to a full blown war between the youths and the Army because they believed they were fake soldiers. They were killed in error, it is a case of mistaken identity.

The people of Okuoma where soldiers were killed were attacked by Ijaws (Okoloba warlord) and they suffered casualties, mind you when this warlord carried out the dastardly act they wore Army camouflage.
Within the same week, on sighting men in uniform again in the Okuoma community they believed they were the same set of Ijaws warriors from Okoloba again and retaliated, killing all of them not knowing that they were real soldiers.

My fellow Nigerians, this is the real cause of the crises why on March 15, 2024 Okuoma community was raided and razed down by the Nigeria Army because of the killing of its 16 Officers and Men. Women, children, and aged men weren't spared, but funny enough, the actual perpetrators have since fled the community leaving those who are either too old, too weak, too sick, too young, or too innocent to flee. Till now, there's still crying, gnashing of teeth, and blood flow around the Forcados River axis.

On March 17, 2024 the Army stormed the white mansion at the border after gathering intelligence, on reaching there, they were amazed at what they discovered in the shrine at the white mansion. This mansion is situated at the River bank; they discovered fresh and dried human skulls of innocent people who were used by this warlord as sacrifices for his god (Egbesu). Angered, the Nigerian Army burned down the mansion. Some fake soldiers were also arrested in the mansion.

This is the true story of what happened that has claimed so many lives including the lives of a Lt. Colonel, 2 Majors, a Captain, and 12 soldiers, all men of the Nigeria Army.

National Assembly Grants Full Autonomy to the 774 Local Governments of Nigeria, INEC now to Conduct Local Government Elections

“The National Assembly on Tuesday, granted full financial and administrative autonomy to all the 774 local council authorities across Nigeria by amending section 124 of the nation’s constitution.

The section provides a consequential provision for the making of the local councils, a full third tier government without undue interference from the state governments.

The ammendment was one of the 22 others approved by the House of Representatives last week and ratified by the Senate on Tuesday.

Both chambers had through a conference committee harmonised versions of the ammendments into the constitution carried out by each of them last month.

By the development, the National Assembly had ratified all the 23 clauses and sections that had been ammended by both chambers.

The newly ammended document which would be sent to States Houses of Assembly, for approval, also approved the creation of the Office of Auditor General of the Local Government as well as the State Local Government Service Commission.

The section equally deleted the State
Independent Electoral Commission (SIEC) from the constitution thereby vesting the powers to conduct council elections on the Independent National Electoral Commission (INEC).

It however, retained the immunity clause in the constitution for the President and Governors by adopting the Senate version of the ammendments on the issue and rejected the House of Representatives version which removed the immunity clause.

The National Assembly also made provisions for Independent Candidacy in future elections in Nigeria by amending sections 65 and 106 of the 1999 constitution…”

NINE POINT COMMUNIQUE AT THE END OF THE ONE DAY COLLOQUIUM FOR THE KHITUK GWONG 2024 CULTURAL FESTIVAL

1. In order to ensure the sustenance of Gwong cultural heritage in the 21st century and beyond, we must deliberately cultivate the culture of record keeping in the form of museum where artifacts are kept, and archives where documents are kept which will help greatly in the sustenance of our culture for the younger generation and generation unborn to use as references.

2. The need to involve our children in discussions and forums of this nature in order to pass the knowledge of their cultural heritage to them. Cultural heritage is hinged on the youths.

3. The need to have a historian in the Gwong traditional council to serve as a rallying point in the event of any missing link concerning the Gwong history for the younger generation.

4. The need to encourage all gender in pursuing their dreams and contributing their quota in nation building.

5. The need to encourage the use of gyong language to our children and the younger generation.

6. The need for the paramount ruler and the custodian of Gwong culture to make out time to be meeting with his prominent sons and daughters behind closed doors, because some important and sensitive issues cannot be discussed in the open.

7. The minds of the Gwong people should be disabused against fear of visiting home which is attributed to witchcraft.

8. Gwong songs, literary works, and performing arts should be encouraged, patronized and sold across the entire nation and the diaspora.

9. The Gwong cultural festival should be featuring activities aimed at making Gwong a tourist center and not just a mere showcase of cultural dances and displays.
