Minors as Agents
The minors as agents program is ongoing in BC and we really need to be aware as licensees of how much the province comes in and checks compliance and enforcement. We help our clients, by continually reminding them and ensuring that they have the proper policies and procedures in place and that they’re constantly offering the training to their staff to ensure they’re asking for two pieces of ID.
We’re with you through the long haul. We provide support once the business is open and operational, and then through the life of the business. Specifically to compliance and regulatory changes that go on in our industry.

How long does liquor license approval take? 🤔
Approval can take several weeks to several months depending on the government’s current volume of applications. The timelines can also depend on the type of license, municipal consultation requirements, or requests for further information from the licensing authority. ⏰
Old Yale Brewing x Thrive
As part of the application process with the liquor primary, Old Yale Brewing is allowed to have minors inside of their facility as long as they’re accompanied by a parent or guardian - but sometimes it’s not smooth sailing. With this site the client built out the fantastic kids area that was slightly away from the adult game area. It included games and a treehouse where kids could visit with their parents.
Unfortunately, post inspection, the province said it was too focused on minors and would not issue the final approval until it was ripped out. There was a lot of back and forth over a couple of months with the province working through legislation. While common sense did not prevail, we were able to work diligently with our client to comply and ultimately get operating.
Thrive believes this policy still needs to be reviewed and changed, @BCCraftBrewersGuide #BCCraftBeer these types of businesses are where parents bring their kids to enjoy a fun night out. Licensees should be able to decide their business model. If they want to allow kids to enter, they should be permitted to offer kids reading corners and family type entertainment.

On June 29, 2023, the BC liquor and Cannabis Regulation Branch issued bulletin 23-06, which allows outdoor sampling areas for BC liquor manufacturer licensees. Manufacturers may apply to permanently license an outdoor sampling area including their Temporary Expanded Service Areas as long as the outdoor area isn’t an extension of a lounge or Special Event Area endorsement.
To apply, BC liquor manufacturers must submit a structural change application. There are a few regulations when it comes to sampling at the manufacturer facility. They are as follows:
- An outdoor sampling area should be immediately adjacent to an associated indoor sampling area when possible
- Sampling areas may not overlap an on-site store, lounge or picnic area
- Outdoor sampling areas may not be larger than 300 square meters
- Amplified sound or entertainment are not permitted in outdoor sampling areas
- Patrons may not take samples out of the sampling area unless they are moving to an adjacent licensed area, such as a lounge or picnic area or while on a guided tour
- Sampling areas must be indicated on the floor plan submitted with a manufacturer’s license
